The probability that at least one person of the 3 has type O blood is equal to 1-prob that no one has type O blood.
P(not typ O) =1-.38=.62 and P(no type O out of 3)=.623= .2383... so P(at least one)=1-.2383=.7616...
This assumes that the sample is drawn from a large population. At least one means 1, 2 or 3.
