This is an exponential growth problem. Let's make the year 2000 time zero. You have to adjust for the "every 4 years" thing, but it's still a pretty straight forward exponential problem.
P = 11,171(1.021)t/4
Then, make sure you put in the right numbers. For example, 2020, t would be 20.
P(2020) = 11,171(1.021)5 = 12,394 (Because you are dealing with people, round to a whole number)
P(2001), use t=1
P(2100), use t=100
