I can't write the essay for you - but both of these figures did not follow the Puritan orthodoxy or that of the Church of England. Roger Williams argued for the separation of church and state & respected the rights of the Native Americans as well as opposed slavery. Anne Hutchinson believed in a covenant of grace vs a covenant of works. She felt that you could feel God's grace directly through belief & that put her in opposition with the Puritans of Mass Bay Colony. So she fled to Providence Plantation (Rhode Island) where Roger Williams established his base. They both were individuals who dissented with the majority & believed in religious tolerance since their beliefs different from most in the Colonies. Limited government meant that the government left you alone to practice religion separately from how they governed.
