This is more or less a conversion exercise. If there are 14 walnuts per ounce & 16 ounces per pound, then 14x16 walnuts make one pound.
Next, that result will be multiplied by "almost one million" to determine how many walnuts were harvested. The tricky part is the word "almost" - we don't know how much that is. However, estimation is another skill you're working on in 6th grade, so I believe the teacher expects you to just use one million.
Once you know how many walnuts were harvested, multiply by 4.9 gallons. The result will be your final answer: the amount of water needed to raise one million pounds of walnuts. In consideration for your estimation ("almost one million"), you might call the amount of water, "almost ____ gallons." Make sense?
