Subtract 2m from both sides of the = sign:

 

      2m + 12 - 2m = 3m - 31 - 2m

 

      12 = m - 31

 

Now add 31 to both sides of the = sign:

 

      12 + 31 = m - 31 + 31

 

      43 = m

 

and you're done.
