PLZ review the conversion factor: $1.00 = 100 cents. So, $2.35 is 235 cents.
Now, you have the problem you described. 10% of 235 is 23.5 cents. How do you take 10% off??
Well, this is where rounding is important. Either the discount is 23 cents (which is 9.79%) or 24 cents (which is 10.21%), because the discount must be in whole cents. So, what usually happens is that the rules you learned in math for rounding numbers don't apply; the sales person (or store) chooses either 9.79% or 10.21%.
