An equation of the circle with center (h,k) and radius r is:
(x-h)2 + (y-k)2 = r2
We have (x-(-1))2 + (y-3)2 = r2
Simplify to get (x+1)2 + (y-3)2 = r2
Since (0,0) is a point on the circle, (0+1)2 + (0-3)2 = r2
so, r2 = 10
Equation of circle: (x+1)2 + (y-3)2 = 10
