"No more than" means the same as "less than or equal to" (≤). So the expression for "no more than 12 feet" is ≤12. Well, if the length EQUALS 12 feet, then the width has to be EQUAL to 10 feet. However, what if the length is LESS THAN 12? For example, if it's 6 feet, then the width (w) would equal 20 feet; if, for another example, the length = 3 feet, then w = 40 feet. In other words, the answer is (c) w ≥ 10 feet.

The area of a rectangle (garden) is    A = l * w

The desired areas is   120 ft^2   (a constant), so the width of the garden is:

                                      w = 120 / l

The length (l) is to be no more than 12 ft.     That means   l <=12

So, what happens to w when l <= 12  ?

                               When l = 12, w = 10,

                                    And when l gets smaller, w gets bigger

Remember A is constant (think of which is larger  1/10,  1/3,  1/2 )

For w to have values of 10 or more, that is written as    w >= 10
