"No more than" means the same as "less than or equal to" (≤). So the expression for "no more than 12 feet" is ≤12. Well, if the length EQUALS 12 feet, then the width has to be EQUAL to 10 feet. However, what if the length is LESS THAN 12? For example, if it's 6 feet, then the width (w) would equal 20 feet; if, for another example, the length = 3 feet, then w = 40 feet. In other words, the answer is (c) w ≥ 10 feet.
