Help! Very confused on how to do this?

A shirt has a $20 wholesale price and is marked up 50%. the sales tax is 5%. What is the total cost of the shirt?

It seems that sales tax should be applied to the retail price of the shirt.    1.05*30 = $31.50
Why didn't you do that?
