Well that depends. If you're rounding to the nearest ten, it would be ten: (995 - 1004). If you were rounding to the nearest hundred, there would be a hundred, to the nearest 1000 there would be a thousand.

The amount of whole numbers who round to 1000 depends on what you are rounding to. Normally the rule for rounding is look one place to the right of what you are rounding to. For example, if you are rounding to the nearest tens, you would look to the number in the ones place, if you are rounding to the hundreds, you look to the tens place and if you are rounding to the thousands, you look to the hundreds place. The rule for rounding is, if you are half way or more to the next number, round up, if you are less than half way there, round down.
As an example, say you are rounding to the nearest hundreds, you would look to the next column over, namely the tens. If the number in the tens is 5 or higher then you would round up in the hundreds; so anything with a "9" in the hundreds place and a "5" or higher in the tens place would round to 1000. What this means is anything from 950 to 999 rounds up to 1000 when rounding to the nearest hundreds. You have to notice that this is 50 numbers. What about those that round down though. Same thing. Any thing with a 4 or lower will round down. For you to round down to 1000, you would have to be 1000 or higher with a "4" or less in the tens place. The largest number that is at least 1000 with a "4" in the tens place is 1049, so any number between 1000 and 1049 will round down to 1000. Notice again that we have 50 numbers. So we have 50 + 50= 100 numbers which round to 1000 to the nearest hundreds. We will observer the same for rounding to the 1000's, or tens.
