There are 10 sections numbered 1 to 10.  Of the numbers from 1 to 10, 5 of them are not even:  1, 3, 5, 7, 9.

 

Since the sections are equal, the probability of getting any one section in particular is 1/10.  Since there are 5 sections that are not even, the probability of getting one of those is 5 * 1/10 = 5/10 = .5.
