Are you asking -7×(-4)÷142 ?
this could also be written (-7)(-4)/14^2

I guess I'm just confused about whether 14 the only number being raised to the power of 2?
Because if that is the case, the order of operations says that we'll do exponents first, then multiplication and division together, from left to right.

-7×(-4)÷142
-7×(-4)÷196
28÷196
28/196=1/7
