No, we cannot use the proportion from question #6 (which is the proportion of applicants who do not use drugs) to estimate the proportion of the total adult population who does not use drugs. The reason is that the sample of job applicants is not necessarily representative of the total adult population.
Job applicants may differ from the general population in various ways that could affect drug use rates. For instance, job applicants might be more likely to avoid drug use because they know they will be tested, or they might come from specific demographic groups that have different rates of drug use compared to the general population.
To accurately estimate the proportion of the total adult population who does not use drugs, a representative sample of the entire adult population would be needed, rather than a sample that is specifically of job applicants.
