Solving the length and angle of a given Vector

How can I solve for R and θ in the following vector diagram:

Is the angle between the 17.8m vector and the 57.3 m vector a right angle? The picture doesn't say.

Yes My apologies. Wyzant took time to review the image link so I had to try describe it in word detail. Thanks for the assistance. And to Mr Anthony T; yes, I assume displacement C is parallel to the Y-axis.

Thank you, managed to solve it, by assuming that Vector C (17.8m) is parallel to the Y-axis
