Draw a free body diagram:
FB (force of buoyancy) is the weight of the earth displaced by the tank
FG (force of gravity) is the weight of the tank
FL (force of the load) is the weight of the earth you put on top of the tank.
These weights are calculated by using densities and volumes. The weight of the tank would have to include both the weight of the water and the weight of the empty tank. You would need to know the density of the earth being displaced and also of the load.
When FG + FL = FB there is an equilibrium. A greater FL than that required for equilibrium would give you a margin of safety.
