The y-intercept, or starting point, for your graph will be at -4 on the y-axis...so the point (0,-4).
The slope of your line is -1/2, so from your starting point, you need to move down 1, and right 2. You could also move up 1 and left 2. Continue this movement from each new point graphed until you have plotted multiple points.
Since this says y is "greater than" and not "greater than or equal to", the line for your graph is going to be dashed.
Lastly, when graphing an inequality, you need to shade, either above or below your line.
"Y is greater" means you will shade ABOVE your line.

y>(1/2)x +4
is a straight upward sloping line with slope = 1/2 and y intercept = 4 or the point (0,4)
it's a broken line on the graph as the inequality does not include that boundary line
shade in all points above that line
Unless you really meant
y> 1/2x +4 which is a rectangular hyperbola
shifted up by 4 units, as the boundary lines. It has 2 branches
but odds are you didn't mean that
