You can do this in two steps.
The formula for the area of a rectangle is length times height.
The perimeter is the sum of lengths of all the sides.
We're given the length of one side: 9. Write that down, 'Length equals 9'. We're given the area, 36. From that you can calculate the height: 9 times the height is 36. If you know your multiplication tables, you should be able to find the height. Write that down, 'Height equals (whatever you found)'. You've completed step 1.
The perimeter of a rectangle is 2 times the sum of the height and the length. Finding that is step 2. Once again, multiplication tables are all you need for that.
