Does this make sense? Is it true?

The average quantity of words, time, energy, and money anyone can save by speaking or writing concisely is 20%.

By articulating concisely you can reduce sentences such as, “Never use a longer word where a short one will do”, which uses 11 words, to “Use the shortest words that work”, which uses 6 (32% fewer words).

Articulating concisely, you will be able to say or write the same messages you would be saying or writing wordily in 60 minutes, in only 48 minutes. If you earn $30 per/hour and speak and write concisely for one hour, you will use 20%, thus 12 minutes, less time than if you had expressed yourself wordily during that hour. And because in 12-minutes you can earn $6.00, in a way you are saving $6.00.
