You will need to double check your textbook to determine if this is correct since there are, as strange as it may seem, multiple "standard forms" for a line. What I consider to be standard form is:
Ax + By = C where A is a positive integer and B and C are integers
So, starting with your equation:
y + 1 = 2/3(x + 6) distribute the 2/3 to get:
y + 1 = 2/3x + 4 then subtract 4 from both sides to get:
y - 3 = 2/3x then subtract "y" from both sides to get:
-3 = 2/3x - y then multiply both sides by 3 to get:
-9 = 2x - 3y and then flip it around to get:
2x - 3y = -9
