From a given point outside a circle any tangents drawn to a circle are congruent.
What segments are congruent?
Radius drawn to the pont of tangency forms a right angle and All right angles are congruent.
What angles are congruent?
All radii of a given circle are congruent. What segments are radii and therefore congruent?
