How would we be able to stop or keep a black hole in a specific place?

I'm not sure we can do that. My two guesses would be either to get it spinning really fast like a top so the angular momentum would keep it localized like a gyroscope. Or throw all the planets, stars, and satellites (even energy) you can at it to increase its mass and make it harder to move.
