In theory, yes the Representatives are suppose to represent the interests of their districts, Senators are as well to an extent. Most recognized individual that I think of where this practice the most accurately is Rep Henry Ceullar (D) of Texas, where he broke ranks with his fellow party members on key issues in their platform, such as abortion and illegal immigration/border security, and has continuously been reelected. Showing he is representing his district over his party.
