y = (-x)^1/2 works at (-16,4) because the function becomes (- (-16))^1/2, or 16^1/2, y = 4. It's the top half of a left opening parabola. Try it on Desmos Graphing Calculator..

The compression along the horizontal axis is done by multiplying the input (x) by 2 i.e. f(2x). Multiplying the whole right-hand side by 1/2 will compress the function in the vertical direction (Side note: this will look like a horizontal expansion by a factor of 4 (i.e. dividing the input x by 4 ---> f(x/4)).
