There are an infinite number of integers less than n
but whole numbers include only non-negative intergers
which are: 0, 1, 2, 3, ... n-1, n
the number of whole numbers less than n is n, if n is non-negative
if n is negative or 0, then there are zero whole numbers less than n
had the question been about "natural numbers" then n-1 would have been correct
assuming n is non-negative. "natural numbers" do not include zero.
