Is there any cool (around 20°C) material whether it is in solid,gel or liquid form that we can commercially buy?

Materials don't have intrinsic temperature to them. Many, many materials can be both cool to the touch and hot to the touch, depending on how you change the temperature of them.

Water, for instance, can easily be 20°C
