To be a multiple of a number, the multiple must be divisible by that number.
There are several possible numbers in the 1 - 10 range that are divisible by 2 (all the even ones), and two that are divisible by 5 ( 5 and 10), but only 10 is divisible by both 2 and 5. As there is only one 10 on the spinner, the probability of a 10 on one spin is 1 in 10, or 10%.
