Hey Nathan, I've rewritten them hopefully a bit better a clearer for you:
1. I think that the authorities need probable cause to make an arrest, search or seizure, or reasonable suspicion that a crime is about to be committed. Although not all people who are suspects are part of a group with malicious intent, I think authorities should still collect data on them. For example, if the suspect is planning a school shooting, taking pictures of guns and other weapons, and posting to social media, the authorities should surveil the suspect because, in this case, they have probable cause.
2. I think it matters if the suspect is a U.S. citizen because non-citizens may cause xenophobia and fear for law-abiding citizens. For example, students may be in danger at school, folks in danger at stores, on airplanes, buses, and even trains. Terrorism tends to cause a sense of security among the populace to be lost.
