Just plug each (x,y) value into the inequality and see if it's true. I'll do the first one, (4, -19):
y < -2x - 8
-19 < -2(4) - 8
-19 < -8 - 8
-19 < -16
which is true, -19 is less than -16. So yes, (4, -19) is a solution to the inequality.
