I just joined Wyzant and saw this question. Not sure if you still need the answer, but here you go:
First the test isn't the March 2018 test.
Second, evidence from the passage needs to overlap the phrases in the statement of the question.
Question Statement:
"Dana believes that the conditions of Southern black men must be improved quickly to avoid negative long-term consequences"
Evidence in Bold/Italics:
It has got to be decided pretty soon = must be improved quickly
which you will have = referencing the two conditions of black men --> "four millions of disfranchised...or four millions of land-holding"
The corner-stone of those institutions will not be slavery, in name, but their institutions will be built upon the mud-sills of a debased negro population = negative long-term consequences.
