A strict behaviorist would agree with #4: learning is a process that can be influenced by reinforcement and punishment. Hence, people will either increase or decrease their behaviors based whether they receive reinforcement which increases that behavior or punishment which decreases that behavior. Skinner is a strict behaviorist who experimented on rats to prove this theory. It is still used today as a punishment/reward system to motivate students in learning environments.

- Learning can occur without a change in behavior. (you can store the information to be performed later, or never perform it at all)
- Cognition plays important roles in learning.
- Entirely new behaviors can be learned with observation, without starting with an existing behavior that the learner already knows how to do.
- Learning is a process that can be influenced by reinforcement and punishment.
