As written, this is an order, not a polite request.

There is no please (s'il te plaît/s'il vous plaît...) or thank you (merci de bien vouloir...).

Context will tell you just how serious, severe or rude the actual order is.

And yes, it could be used by a superior to a subordinate.

"Appelez les camarades" is the equivalent of "call the comrades" or "call the friends" in English.

It is not necessarily strict or strong. It is not said by a commander to someone lower. It can be said by a classmate who would like to gather the rest of the class because he has to share something, for instance.
