I don't blame you in the slightest; a blank page can be a daunting thing.
I would recommend that you don't actually start writing the paper for a bit. Start by opening your browser, looking up your research topic (if you have one), and finding some reputable articles and videos about it. As you read/watch, jot down notes on anything you feel might be relevant or interesting. Click on related articles and videos about the topic, and go where the research takes you.
Don't assume that you already know where the paper has to go or what it has to say. Be a sponge, soaking up anything and everything you can.
It's very hard to research, organize, and write a research paper by doing all three of those things at the same time. But once you have material to pull from, outlining and writing the paper will be much easier.
