You are correct that 00000 is not "a positive integer," but you assumed that category numbers are also positive integers.

Yes, David W.; you are correct. Since I have never seen a license plate with a negative integer as part of the license #, the only number for which I did not account is 0, of course, which would change the answer to 99999*101.
