how does the government follow the bill of rigths while responding to lawlessness?

Imagine that there in lawlessness in our society, how should the government respond while they attempt

to follow and honor our Bill of Rights and the concept of due process or the presumption of innocence?

It would be lawless of the government if it infringed on our rights as an excuse for combatting lawlessness. Government must recognize and follow those rights. They are God-given and the government only recognizes them. There ARE the higher law that gives form to all lower laws.
