Start with a decimal, that's the easier one.
To change a decimal to a percent, just move the decimal point to the right two places, and put the percent sign after it. So for example, a decimal like .1234 would become 12.34%.
If the decimal only has one place after the decimal point, add on a 0 after the one place first. For example, if you have .2, first make it .20, and then move the decimal point two places to the right: 20%. (Remember, if there are no digits to the right of the decimal point, you generally can just get rid of the decimal point altogether -- though in the future you'll learn that there are reasons to leave it there in some cases.) So .2 could be written as 20% or 20.% or 20.0% and they all mean the same thing.
To convert a fraction to a percent, you first have to convert the fraction to a decimal, and then follow the same rule as above. For example, 1/4 = .25, so that becomes 25%.
If you don't know the decimal value of the fraction just by looking, you have to division to convert the fraction to a decimal. For example, it's not obvious what the decimal equivalent of 5/13 is, so you have to divide 5 by 13 and get the decimal value -- .3846.... Then follow the same rule as above, so that would become 38.46%.
