I don't fully understand the order you need and also the timeframe. Government types shift a lot over time.
Remember:
Oligarchies - governments that are a small group of people, like a party or family. This also includes business involvement in government
Totalitarian - centralized government where one person is the head and is exercising a lot of control (total control) over public and private lives of citizens
Monarchies - also a form of centralized government with a king/queen type figure as the head, typically inherited through families
It might be best to determine if the countries are oligarchies (multiple people are involved in controlling the country) and monarchies (one person is in control). Then determine if they are also totalitarian by determining the amount of control that the government has over people's lives. Governments can be both totalitarian and monarchies.
