Construction material for exterior walls

Question

What does this mean.... Each residence shall be built of a minimum of 85% masonry, stone, brick or stucco? Does that mean if I wanted a country style looking home of wood with brick on the bottom, I couldn't do that?

You will be able to have your choice of country style home with 15% wood and the rest of the 85% will need to be masonry of your choice.
