I think you mean "solve the equation for y".
4y-2x = 17
Add 2x to both sides:
4y - 2x (+2x) = 17 (+2x)
4y = 2x + 17 (it's okay to switch the order since it's addition)
Divide both sides by 4:
4y/4 = 2x/4 + 17/4
y = x/2 + 17/4
