Apply the formula for the equation of a circle:
The formula is:
(x-h)^2+(y-k)^2=r^2
x=-3. h=4
y=2. h=3
You plug in the values in the equation
(-3-4)^2+(2-3)^2=r^2
(-7)^2+(-1)^2=r^2
ANS: (-7)^2+(-1)^2=r^2
