How to find the values of p and q?

IF you really meant

f(x) = (1/3)(x+p)^2 +q, then p=-5and q=-4/3

f(x) = (1/3)(x-5)^2 -4/3

0 = (1/3)(x-5)^2 -4/3

(x-5)^2 = 4

x-5 = + or -2

x = 3 or 7
