At a maximum, you could make 1.5 moles of H2O from 1.5 moles of O. Although, you must be a little cagy, here -- sometimes "oxygen" means atoms, but sometimes the gas O2 (its elemental standard state). I'm guessing atoms is meant. And I say "maximum", b/c you could have made H2O2 instead, and no H2O at all!
