One primary strategy was economic - to drive the USSR into the ground by building up the US military so much and so fast that Russia wouldn't stand a chance of keeping up with us. And that's exactly what happened. Defense Secretary Casper Weinberger did a masterful job of executing this strategy and it ultimately led to the economic demise of Communist Russia and it's Eastern Block nations. That led to the breakup of the Soviet "empire" as well as the geographic layout of Eastern Europe that we have today.
