When tangent and secant from external point intersect circle, the product the length of secant segment and the length of the secant segment external to the circle equals the square of the length of the tangent segment
in other words:
PQ**2 = RS * PR
11**2 = PS * 7
121 = PS*7
PS = 17.29
RS = PS - PR = 17.29 - 7 = 10.29
