Happy to help you answer this question, it is a complex process as we are looking at a few variables here including the motor system, spatial awareness, unknown space, and night vision.
If you would like a full explanation I am happy to set up a tutoring session with you to go over all of the systems involved but here is a brief review:
motor system (i.e., walking) will involve the primary motor cortex, basal ganglia, cerebellum and spinal cord for proper gait and rhythm of walking
spatial awareness is particularly activated in the parietal lobe of the cerebral cortex as well as the inferior temporal lobe
the fact that it is an unknown city makes me think that the person will have to engage with their prefrontal cortex for proper decision making and navigating
walking at night involves activation of the rods in the retina as well as the M cells that will be sent to the brain that are particularly involve in visual spatial awareness.
