To my knowledge, the ACT and SAT are available to anybody as long as you can find one being given at a location near you. I also believe you technically do not even need to be in school currently to take either test. As long as they are available near you and you have the necessary forms of ID and materials, you should be fine! ACT and SAT are not required for many higher education schools nowadays and I doubt that you changing locations would cause any logistical issues at all, if you are taking either test for fun/out of curiosity.
