You have to be able to manipulate the equations.
5x+3y=9 Subtract 5x from both sides
5x+3y-5x=9-5x simplify
3y = -5x+9 Divide both sides of the equation by 3
3y/3 = -5x/3+9/3 Simplify
y = -5/3x+3
y=2/3x-4 Multiply both sides of the equation by 3 to get rid of the fractions
3(y)=3(2/3x-4) Distribute to simplify
3y=2x-12 Subtract 2x from both sides
3y-2x=2x-12-2x Simplify
-2x+3y = -12 Divide everything by -1, the x term is positive in standard form
-2x/-1+3y/-1 = -12/-1 Simplify
2x-3y = 12
