Absolute location is a location given by some sort of standardized reference. Usually, this is in terms of some sort of GPS coordinates, based on latitude and longitude. (e.g.: The absolute location of Washington, D.C. is 38.9072° N, 77.0369° W.)
Relative location is the location of one site to another, that is not standardized like GPS. (e.g.: The location of Washington, D.C. relative to Baltimore, MD is 45 miles southwest of Baltimore, MD.)
