I consider that your question is merely based on logic but has nothing (or very little) to do soccer in the real world.
So I'll attack this as a soccer question first then a logic question.
Two teams that play each other 10 times and one wins over the other half the time may have nothing to do with whether they are evenly matched. It sounds like in this case one team or the other was missing one or more players which made a huge difference in the teams strength. This could also be due to coaching decisions or other events that we aren't aware of. So without more facts about how the games ended up as they did is difficult to judge and provide an answer to the question.
From strictly a logic question if two teams share an equal number of wins and losses when they play each other, it is logical to assume that they are evenly matched, even if there are no ties. It'll that case, is it possible that no ties were allowed in the matches (such as when they had to go to PKs)?
So.... again even from strictly a logic standpoint it's very difficult to come to a conclusion without additional information :)
