I don't understand your stumbling block...you already did the hard part!
d is the diameter of the of the top and you have the square...so take the square root of 42.4 and then divide by 2 to get the radius

Okay, so I already did d^2 = 13^2 + 13^2 -2(13)(13)Cos29, which is d^2 = 42.4.
What would I do next to recieve the radius of the top of the cone?
