Hi Jasmine,
Norepinephrine (NE) functions both as a hormone and as a neurotransmitter, it is released by adrenal medulla in the blood stream as a hormone. In central nervous system and sympathetic nervous system it functions as neurotransmitter.
Peptide hormone affect endocrine system in animals, they are encoded by genes and are translated into proteins from their respective transcripts.
Both NE and peptide hormones function by binding to their respective receptors in tissue and cell-type specific manner. That is the similarity in their mode of action.
Hope it helps.
